Since you do not yet have a Bachelor’s degree, the key question is whether your certificates/diplomas from outside Germany can be recognised as equivalent to a first academic degree. Your professional experience is definitely relevant, but it will usually not replace the academic degree requirement on its own.
The next step should be a direct eligibility check with Frankfurt School. Send them your CV, diploma/certificate copies, transcripts if available, and a short description of your public health experience, and ask whether your qualification counts as a “first academic degree or equivalent”.
